​​On the day of the formation of the Krasnoyarsk Region, a grand opening ceremony of the memorial complex «Krasnoyarsk – City of Labour Valour» took place in the regional centre. The event was attended by the first persons of the region and the city, representatives of veteran and public organizations, as well as heads of enterprises of the capital of the region.

Alexander Uss, Governor of the Krasnoyarsk Region, addressed the local residents, noting that the installation of the memorial is a tribute to the memory of the fortitude and courage of Krasnoyarsk residents who worked in the factory shops during the Great Patriotic War and adjusted the work of evacuated enterprises.

— Krasnoyarsk received the honorary title «City of Labour Valour» during a very special year, the year of the 80th anniversary of the beginning day of the Great Patriotic War. During this dramatic period for the history of our country, more than 20 large industrial enterprises were evacuated here, in the centre of Siberia, and thousands of people arrived along with them. Our city has become the centre of the defense industry practically from scratch. Entire echelons with soldiers of Siberian divisions, food, and weapons went to the front from here. Many thanks to the creators of the memorial. You put a piece of your heart, your soul into it. Let this complex be a sign of our deepest respect for the generation of victors, for those who survived the war and saved the country. May this place be a place of power for all who live and work now, which will lead them to new achievements, new victories.

Mayor of Krasnoyarsk Sergei Eremin also thanked everyone who supported the initiative to confer an honorary title on the regional centre. In the spring of 2021, by the decision of President Vladimir Putin, Krasnoyarsk was awarded the honorary title of the Russian Federation «City of Labour Valour» . This was preceded by a popular vote, as about 140 thousand Krasnoyarsk residents voted in support of this decision.

— I'm grateful to everyone who strove to ensure that Krasnoyarsk was recognised as a City of Labour Valour – all the veteran organisations, youth associations. All those who considered it a moral duty to fight for the conferment of this honorary title to Krasnoyarsk. I am deeply thankful to the engineers and designers who gave their all to this monument creation. This stele is not just a new monument, not just a pretty mark on the map of our city, it is our bow to the generation of winners who performed a labour feat. I thank all Krasnoyarsk people who participated in choosing this place, because it was here that the epicentre of our labour front was located. This stele has become a symbol of our unity, a tribute to the memory and respect for our ancestors and love for our Motherland.

Krasnoyarsk residents were apparently also quite active in choosing a precise location for the memorial complex, which is an integral attribute for the city that received such a high title. Many townspeople responded to the call of the Governor through his Instagram account to take part in the voting and express their opinion. As a result, the square in front of the Palace of Culture "1 May" was chosen by a majority of votes.

Nikolai Ovsienko, Deputy Chairman of the all-Russian public and state organisation Russian Military Historical Society, project manager for the installation of City of Labour Valour stelae, congratulated Krasnoyarsk residents and read out a greeting from Vladimir Medinsky, Aide to the President of the Russian Federation, Chairman of the Russian Military Historical Society.

Nikita Dadakin, Chairman of the Krasnoyarsk Council of Working Youth: «The fact that our city has become a city of laboгr valoгr will be a good example and guideline for young Krasnoyarsk residents. From now on, there is a memorial complex as a tribute to the memory of a generation of winners and workers on one of the main city streets.»

Yuri Ivanashkin, honorary citizen of the city of Krasnoyarsk: «Today is a real holiday for all of us. I believe that Krasnoyarsk has rightfully been awarded an honorary title. Our fathers and grandfathers fought on the front of the Great Patriotic War, all while in the rear, behind the machines, work was in full swing both day and night as well.»

The stele was installed by the Russian Military Historical Society, the Government of the Krasnoyarsk Region and the Krasnoyarsk City Administration. A creative group of local architects and historians headed by the Russian sculptor-monumentalist Denis Stritovich worked on the memorial. The architectural design was based on photographs depicting the products of Krasnoyarsk factories and significant events in the life of the city during the Great Patriotic War. 

One of the pylons depicts a memory especially unique to the regional capital – the memorial to the participants of the Alaska-Siberia air route (ALSIB) in Krasnoyarsk, along which the United States supplied military aircraft to the USSR under the Lend-Lease programme during the Second World War.

Alongside a pylon of a memorial sculptural complex, an implementation of a project for the dedicated monument for the heroes of the Alaska-Siberia air route is set to begin after the announcement of the results of the special sculptural design drafts competition. The monument to the ALSIB heroes in Krasnoyarsk is a project of social unity that sets to preserve the memory of the pilots, the victorious heroes during the War. The founder of the competition is the Ministry of Culture of the Krasnoyarsk Region. The main organiser is the local Dom Iskusstv (House of Arts). Design contractors, architects, designers, artists, sculptors from all over the globe are welcome to take part in the competition.​​

The sketch to win was done by the head of a creative team, architect and museum designer Sergei Kovalevsky, the 3nd and 3rd prizes were shared by the Krasnoyarsk sculptors Anton Tyryshkin  and Andrei Kiyanitsyn respectively.

The winning project is called "Krasnoyarsk Corridor" and "is a memory runway." This is a spatial monument that should occupy a part of the square in front of the building of the current intercity bus station. The basic motive of the proposed solution is a horizontal structure: a hybrid of the runway, airway and aircraft fuselage visuals.
