As part of the Observer programme, during Winter Universiade 2019, representatives of future Universiades' Organising Committees learned from the experience of delivering the international sports event in Krasnoyarsk.

76 people from three Organising Committees visited the host city of the first Winter Universiade in Russia. The Russian experience interested the experts in charge of organisation of Winter Universiade 2021 (Lucerne), Winter Universiade 2023 (Lake Placid) and Summer Universiade 2021 (Chengdu, China). The knowledge and experience were transferred through the tours around the Universiade 2019 venues, round tables and meetings with functional representatives of the Universiade Directorate.

During their visit to Krasnoyarsk, the participants of the Observer programme were able to learn from practical experience of organising a multi-sports event. They could observe the processes of meeting the participants of the Winter Universiade, accommodation of the athletes in the Universiade Village, preparation of the venues for the competitions, holding the Awarding Ceremonies and operating the TV broadcasting system. The programme participants had a chance to know the specifics of the accreditation and medical care services that should be taken into account in organisation of these services. In addition, the representatives from the foreign Organising Committees gave an estimation of the work of the Winter Universiade 2019 team with spectators, volunteers, media, and partners of the Winter Universiade.

"We would like to show our appreciation to the Organising Committee Krasnoyarsk 2019 for the opportunity to plunge ourselves in the Games and learn from the first-hand experience," – noticed James McKenna representing the Lake Placid-2021 Delegation. "Many aspects of the Games in Krasnoyarsk will be utilized by our Organizing Committee. Being a host city in four years, our observation was focused on the key functional areas that require the most attention at this phase of our planning. This includes marketing, ICT, licensing and others. It was a great benefit for us to get detailed information about multifunctional venues in the course of holding the competitions in different sports. We express our gratitude to the Winter Universiade 2019 team for their openness and readiness to share their experience. This will certainly guarantee the success of the future  Universiades".

To further share the experience and knowledge with the Organising Committees, the experts of the Winter Universiade 2019 Directorate will hand the materials on preparation and delivery of the Universiade over to the International University Sports Federation. FISU will further distribute these documents to the organisers of future sports events to be used in holding the competitions.
