The Head of the Representative office of MFA of Russia in Krasnoyarsk A.A. Zakharov addressed the participants on the first day of the event. He noted that the Krasnoyarsk Region is one of the leaders among the subjects of the Russian Federation in terms of the effectiveness of youth policy implementation and, ever since joining NEAR in 2006, has been actively participating in events under its auspices.

The Secretary General was also personally greeted by the Governor of the Region Mikhail Kotyukov:

— Thank you for supporting the development of relations between the regions that are members of the Association. We pay great attention to youth projects and believe that the Krasnoyarsk Region is a region of proactive young people. By developing and paying attention to the ideas of our youth, we contribute to long-term and sustainable development throughout the world. I am confident that by joint efforts we will be able to take our cooperation to a new level and create a basis for reliable, good-neighborly relations with the members of the Association.

The Governor noted that there is significant potential for developing relations between Krasnoyarsk and the regions that are part of the association in the areas of culture, education and tourism.

Lim Byung-jin thanked the Governor for the warm welcome and emphasised the importance of Krasnoyarsk's activities for the regions participating in the organization:

— The NEAR Secretariat pays more attention to cooperation with Russian regions that are members of the association. Despite the difficulties between Russia and the Republic of Korea at present, relations continue to develop through the Association. The Krasnoyarsk Region is the coordinator of the Subcommission on Youth Policy and thus makes a significant contribution to the development of international youth cooperation in Northeast Asia.

The Secretary General believes that one of the areas of development of relations between Krasnoyarsk and the regions of NEAR could be ecological tourism.
