The XX Anniversary Krasnoyarsk City Forum "Forum of Urban Communities. Municipal Dialogue" is taking place in the regional centre on the eve of the 90th anniversary of the Krasnoyarsk Region.

The Forum, with the participation of federal experts, discussed the significance of municipal dialogue and the development of urban communities. Support for initiatives and ideas proposed by our city residents helps the development of Krasnoyarsk, its economy and culture.

In Krasnoyarsk, interaction with urban communities is systemic. After all, our city's most popular events, such as the "Bright Shores" (YARkie BEREGA), the Factory of People's Initiatives and the Most Well-maintained District competition appeared thanks to the open dialogue between the administration and the residents of the city. Residents, businessmen and government representatives jointly design and implement improvement projects, initiate various events.

At the plenary session "Initiatives Create Opportunities" the issue of developing people-centeredness, participatory budgeting, municipal dialogue, the importance of initiatives of residents and entrepreneurs was raised. All these topics are synchronized with the national goals and objectives set by the President of Russia. Mayor of Krasnoyarsk Vladislav Loginov emphasized:

— Municipal dialogue is the basis of our work. The President of Russia has set the task of making people-centeredness the basis of interaction and work of the municipal self-government bodies. For me, it's support for residents' initiatives, which over time grow into popular movements and large-scale projects. And then the experience of our city is followed at the federal level thanks to the support of the Russian Association for the Development of Local Self-Government (VARMSU). Some examples include our local robotics, the projects YARkie BEREGA and Factory of People's Initiatives. Each initiative is an opportunity for the development of the city, region and country. Together with residents, we will continue to implement ideas, learn people-centeredness.

At the anniversary Krasnoyarsk City Forum, many formats were presented for the first time. These were the investment pitch session "Project Factory" and the business simulator for young entrepreneurs "Hive-Market".

For the first time, as part of the Forum, representatives of Russian cities came to the conference of the Association of Siberian and Far Eastern Cities to discuss issues of digital transformation. A strategic session of the All-Russian Association for the Development of Local Self-Government was held for heads of municipal bodies of the city and region.

Federal experts noted that it is impossible to solve city problems without its citizens. Municipal dialogue is important.

Andrey Malkhasyan, Executive Director of the Russian Association for the Development of Local Self-Government, expressed the opinion that the Krasnoyarsk City Forum is intended to attract attention to the work of the municipal community and to improve the competencies of representatives of the municipal community. During events such as city forums, representatives of different regions have the unique opportunity to exchange experiences and practices:

— Today we talked about important topics, such as people-centeredness, interaction with urban communities. This people-centeredness is truly one of the most important areas that should now be implemented at all levels of government, and for one very simple reason — any level of government is a service for its residents. Everything we do, is based on the opinions of residents. They are, after all, core participants in all processes, without which no decision is made and no change is implemented. The  President also conveys this position, saying that residents should be the initiators of changes and take part in them. This is important.

During the forum, experts discussed the topic of prospects and risks of digital technologies. Nuances that need to be taken into account when implementing digitalization.

Natalya Kasperskaya, Chairwoman of the Association of Software Developers "Domestic Software", noted that digitalization, which is now being rapidly implemented, must have a specific goal. Specialists need to clearly understand why and for what purpose information technologies are being implemented in any spheres of life. Digitalization must be a tool. Thus, the tasks of an agricultural district and an urbanized metropolis are different, so will be the goals of digitalization. The approach must be balanced.

The Krasnoyarsk City Forum also had a cultural component: school students performed a theatrical production, "Chronicle of Victory," dedicated to the upcoming 80th anniversary of the Great Victory.

The organizers presented an exhibition stand "Krasnoyarsk 400" with plans for the development of the regional capital by the anniversary. And a slide show of children's drawings "Krasnoyarsk 400".
