On April 2, 1996, the Treaty on the Formation of the Fellowship of Russia and Belarus was signed. Exactly one year later, on April 2, 1997, the presidents of the two countries signed the Treaty on the creation of the Union State of Belarus and Russia. These documents confirmed the intentions of both countries and its peoples to follow the path of strengthening bilateral ties based on a common long-term history, spiritual closeness and friendship.

Krasnoyarsk has two sister cities in the Republic of Belarus, which are Mogilev (based on Agreement on cooperation in trade, economic, scientific, technical, humanitarian and cultural fields signed in 2001) and Minsk (Agreement signed in 2019). Both cities actively participate in the international events Krasnoyarsk initiates, and are one of the most important partners of Krasnoyarsk.
