On October 30th, 2025, Krasnoyarsk, Russia​ and Windhoek, Namibia formalized their future cooperation through the signing of the Joint Activities Plan (the Roadmap), in Saint Petersburg during the International Municipal BRICS Forum (IMBRICS). The Roadmap is one of the steps towards strengthening inter-municipal partnerships between African and Russian cities, aiming to enhance collaboration across various sectors.

The decision to sign the Roadmap at the IMBRICS Forum was made earlier during a meeting on August 24th, 2025, between the Krasnoyarsk and Windhoek delegations. This encounter took place at the International Transport Summit in Moscow, highlighting a strategic alignment toward strengthening ties amid international transport and infrastructure discussions.

Representing Krasnoyarsk, the Roadmap was signed by Inna Dozortseva, Deputy Head of Department and Head of the International Affairs Division of the Mayor’s Department of Krasnoyarsk City Administration. On behalf of Windhoek, Christopher Eita, Head of External Relations and Networking Division of the Office of the Chief Executive Officer of the City of Windhoek, signed the Roadmap.

Russian Foreign Minister Sergey Lavrov has repeatedly stated the importance of strengthening cooperation with Africa, calling the continent a key partner and emphasizing mutual interests in the political, economic, and military-technical spheres.

Inter-municipal cooperation serves as a powerful tool for strengthening such cooperation​. The Windhoek-Krasnoyarsk Roadmap is expected to enable joint projects, knowledge exchange, and cultural interaction that benefit both communities. By focusing on practical collaboration at the city level, it exemplifies how local governance can positively influence international relations and sustainable development.
