International Twin Cities Day is celebrated annually on the last Sunday of April.

Krasnoyarsk is part of a large "family", as it has as many as 17 twins among foreign cities and 14 partners among Russian cities. Each is twinned in its own character, habits, culture, and therefore relations with each city are built in a special way.

The beginning of inter-municipal cooperation was forged only in 1998, and the first city with which Krasnoyarsk became related was the capital Russia Moscow. China became the first foreign country with the municipalities of which Krasnoyarsk began its international cooperation. The first international agreement was signed in 1999 between the cities of Krasnoyarsk and Heihe.
