From May 12 to 14, a delegation from Krasnoyarsk led by the Head of the Main Department of Education Marina Aksenova visited the sister city of Changchun. The visit served to strengthen and develop cooperation in the field of education between the two cities.

On May 12, our delegates were welcomed by the Head of the Foreign Affairs Office of the People's Government of Changchun, Ms. Zhao Haiying. The Chinese side expressed deep interest in continuing and expanding cooperation in various areas:

— It is very important for us to expand the list of areas of joint activity during the period of flourishing friendship between our peoples, especially after the recent decision of the leaders of the two countries to hold cross-Years of Education.

On May 13, the delegation visited the Changchun School of Foreign Languages, where they met with the school's principal, Mr. Wang. During the conversation, the sides discussed prospects for cooperation with Krasnoyarsk Lyceum No. 1:

— I fully support the current outline for future cooperation between our schools proposed by the Russian colleagues. During the meeting between the political leaders of our countries, bilateral interest in continuing cooperation in such areas as culture, education, sports and other spheres was noted. I hope that cooperation between our schools will become an example for many other schools in the future.

Anastasia Bogaeva, the Chinese language teacher at Lyceum No. 1, participated in a roundtable with the teachers of Russian language classes at the Changchun School of Foreign Languages. The colleagues shared the specifics of preparing for classes and current problems of teaching foreign languages, discussed the development of teachers' competencies in the context of not only educational but also extracurricular (spiritual, moral and cultural) activities, as well as standards for assessing the development of students in the language class. At the end of the meeting, the teachers agreed on further joint online classes for Krasnoyarsk and Changchun students as part of the implementation of the Agreement on Cooperation between schools.

The Krasnoyarsk delegation was also welcomed by the Department of Education of the People's Government of Changchun. The head of the Krasnoyarsk delegation Marina Aksenova and the Deputy Head of the Department of Education of the People's Government of Changchun Mr. Lu Dehui discussed the similarities and differences in the standards of teaching in Russia and China, as well as the development of the competencies of foreign language teachers. The parties confirmed their mutual interest in further expanding cooperation in the field of education.

The final day of the visit was devoted to visiting educational institutions in Changchun. The delegation members visited Beihu Yingcai School and Yuying Experimental School. The directors of educational institutions told the representatives of Krasnoyarsk the history of the foundation of the schools and shared the features of the work of their educational institutions, after which the delegates were invited to attend classes. The Beihu Yingcai School showed the school nutrition organizing system at the request of the delegates.

The official delegation's visit to Changchun was an important step in the development of Russian-Chinese educational cooperation at the level of schools and cities. The agreements reached demonstrate the parties' desire to deepen ties and implement joint projects in the field of education.​

Cooperation between Krasnoyarsk and the city of Changchun has been developing since 2010, when the Agreement on Trade, Economic, Scientific, Technical and Cultural Cooperation was concluded between the Administration of Krasnoyarsk and the People's Government of the city of Changchun (Jilin Province, PRC). In 2014, the Agreement on the Establishment of Sister City Relations between the cities was signed.

An important stage in the cooperation between the two cities in the field of education was the signing of the Agreement between the Krasnoyarsk MAOU "Lyceum No. 1" and the Changchun School of Foreign Languages in November 2024.

During the official visit of the President of the PRC Xi Jinping to the Russian Federation, which took place from May 7 to 10, 2025, President Xi put forward an initiative to hold bilateral Years of Education, which was readily supported by President Putin.
