Igor Kim was born on 21 February 1976 in Achinsk. 
In 1998 graduated from Krasnoyarsk technical university with specialty “Organization of transportation and auto transport management”.
In 1998 started his work as municipal institution of Krasnoyarsk “City direction of transport and network”.
From 2000 till 2003 worked as a chief specialist of division for organization of passenger transportation in department of transport in Krasnoyarsk city administration.
From 2003 till 2005 – head of division for traffic security and organization of transportation in Joint-stock company “Autocolonna 1967”.
From 2005 till 2006 worked as a chief specialist of division for prospective development and taxi transportation of department of transport in Krasnoyarsk city administration. In 2006 – head of division for management, registration and control for passenger transport.
From 2008 -2011 – deputy head of municipal institution of Krasnoyarsk “Krasnoyarskgortrans”.
From 2011 till 2013 - deputy head of department of transport in Krasnoyarsk city administration.
From September 2013 – acting head of department of transport in Krasnoyarsk city administration.
